This is meta title, description and keywords script below in bold which crawlers from every search engines love to search and take your webpage in search engine index on behalf of this, if we talk about google so it crawl your page in three months maximum in case of new genrated webpage, if you use it properly as i am describing, u'll see the result soon, your content may be appear in 1 week or earlier. But google can take more time also in case of heavy load.

Comma saperated keywords eg: jamiat, ijt, student, activity, muslim, youth etc.
Comma saperated pharases eg: islami jamiat talaba, student activity, pakistan student politics etc.

See Example No. 1 below, I highlighted title with red, and description with blue colors, i highlighted two search results, Jamiat.org.pk is not using proper description html code in their site, so google is showing random keywords and different page names in description, while Islami Jamiat Talaba Lahore is using proper html code and description in their site, so second example is looking more appealing than 1st, proper description can appeal public to click and visit your site.
Now open blogger.com, click design, click edit html then you will see this page which is given below, note that something is highlighted there by me, remove this line and paste above code insted of this, then click save template button to save. Now your important information regarding SEO is completed, just wait with patience, google will index your page soon.
Note: This script is not only for blogger blogs, but for every webpage to optimise in search engines, one thing is most important which is your content, you cannot take your site higher in search by only using this script in your html editor, your content should be more powerful, unique, genuine and compitent, google prefer those websites, where content is powerful and innovative than other things.
